## Problem And Result External plugin migrations need to exercise the real ShenYu request chain through HTTP. Add a shared test-only module that starts `ShenyuWebHandler` on a random Reactor Netty port, installs plugin/selector/rule fixtures, captures responses, and closes server/cache resources. The build workflow installs the required core APIs from apache/shenyu commit `ec198d442894fd9617947ed73c6c8fe3b206f665` outside the checkout before store verification. Set Docker API 1.44 for Testcontainers compatibility with current runners. ## Dependencies - Merge build baseline #5 first. This branch includes its unmerged commits. - Supports the remaining migrations tracked in https://github.com/apache/shenyu/issues/7306. - This support artifact is used only with test scope by the migrated plugins; it does not add a production gateway dependency to their starters. ## Validation - Full nine-module `./mvnw -B -ntp clean verify`: passed, including unit tests, Checkstyle, and RAT. - Three gateway fixture tests passed with actual HTTP requests. - Independent Testcontainers smoke with `-Dapi.version=1.44`: container start, readiness, stop, and removal passed against Docker 29.
