The infra team said they would resolve the issue by tomorrow, at that 
point svn pubsub will be enabled.

You are right.  I clicked the link you provided thinking it was the dist 
area.  My mistake. 

We were in this situation for a while and INFRA told us to just manually 
upload them to people.a.o:/www/www.apache.org/dist until the pubsub was 
hooked up.
