In Travis CI, now the CPU version of SINGA can build successfully. The condition check # works properly as a switch, so now the Travis CI CPU version can build successfully by switched off GPU and distributed computing related libraries Meanwhile, as GPU version was done by Jenkins, don't know if need to config it to release the singa-dist
