Summary: Publish wheel of PySINGA generated by Jenkins to public
servers

In SINGA-280, we set up a Jenkins-CI server to compile, and test SINGA code.
In SINGA-284, we generate the wheel file of SINGA by linking static libs of
protobuf and openblas into the wheel file.
In this ticket, we will copy the wheel file to a public server for users to
download.
Both the tool/jenkins/jenkins_wheel.sh file and the Jenkins configurations are
updated. Refer to the README.md for details.
