SINGA-284 uses Jenkins to compile SINGA, do unit testing and create PySINGA
automatically.
This ticket would update the SINGA website automatically using Jenkins.
In particular, we will add a jenkins_doc.sh script which
1. install the latest PySINGA
2. pull the latest SINGA code
3. generate the HTML files using files in doc/
4. svn commit to update the SINGA website.
