On the Tika side, I don't know... But on the SIS side, I could port at
least the foundation of GeneralEnvelope from Geotk this week. It would
be put in "sis-referencing" module (I admit that this sound strange
since we would rather expect them in some "sis-geometry" module, but
Envelope and DirectPosition are two exceptions since they are used by
referencing code).
