I just took a look at this, and agree... something is wonky. The index
page seems to be ok (at http://sis.staging.apache.org/) but anything
that links off of it (including css files) are just empty. Also, when
clicking through via the edit bookmarklet to edit the site contents,
none of the content appear for any of the files (including the index
file). To me, this suggests some sort of deeper error, like you
intimated, related to the directory structure.
I'm going to look at this some more.

Its really weird, I think its a matter of getting the right directly structure
and we should be set with basic website and improve the content from there.
Probably some one with a commit bit can debug this faster then I can. Any
volunteers to help fix this?
