I was planning to either help Martin or volunteer myself to be the RM. But if 
you have cycles, thats really nice. Few more thoughts on improving the release 
process:

I think rat check have to be part of release steps which saves significant time 
in verifying the license header. Also, I suggest to use different assembly for 
source and binaries so license and notice files can be captured separately and 
bundled accordingly.

I think once we stream line the release process (and automate as much as 
possible) and document clearly the steps, subsequent releases will be very easy 
and painless.
