It was actually not the unit of the data measured by the sensor, but rather the units of the wavelength for which the sensor is designed (e.g. "this sensor is designed for measuring the intensity of blue color"). In the ISO 19115 standard published in 2014, the above-cited "units" has been renamed "boundUnits", and "units" is now the unit of data (e.g. "temperature", etc.). However the method signature has not yet been changed, since we need to get the change voted at OGC for a GeoAPI 3.1 release.
