oh, that is an ugly hack. I like it though. What it would do is
* slow down the allocation rate to 1 at a time.
* maybe complicate restarts. I don't know how well blacklists are retained over
restarts...we've always wanted to eventually blacklist nodes for being
unreliable, and I wouldn't want to mix the too.
that doesn't mean it couldn't be an option
