This is the current UI. The table rows know there's a difference between
desired & actual, but the overall summary doesn't think there are any
outstanding requests, and nor are any listed for the entire application.
Currently the #of outstanding requests is tracked with a counter in AppState.
It may be better to offload this entirely to each RoleStatus (which already
provides this info), and for the overall view to simply enumerate all roles and
add up the counters
