Updated view. State summary is accurate, as is per-role view. But we could do
with some more commentary about why the cluster is incomplete.
maybe just add some diagnostics text based on viewed state: "AA, nothing
outstanding + x pending => no nodes"; "non-AA, outstanding => cluster full",
"aa 1 outstanding => cluster full"
