There is
https://sling.apache.org/documentation/the-sling-engine/service-authentication.html#service-user-mappings
which mentions activate. But an exception in case a servlet does not have
everything configured is way easier to fix than a service not coming up due to
the missing mandatory dependency. IMHo it is not worth to come up with a
placeholder service. The exception already leads to a 500 status and a good log
message.
