Wouldn't the presence of the ServiceUserMapped reference help ensure that the
services start in the right order?
Also in this case, these servlets are not just servlets. They are also
registering other component interfaces that downstream components may be
referencing. It is unknowable how other components that reference these
components would be using them. Would it not be safer to leave these servlets
unsatisified so any component referencing them downstream also remain
unsatisfied?
