Hi,
For me there is technically no need to cancel the vote.
The build without additional flags only fails if you are on a different 
platform (i.e. not on Windows this time :-))

However I don’t consider this a blocker as this doesn’t violate any of the 
principles of https://www.apache.org/legal/release-policy.html#artifacts.
Actually every Maven release suffers from the same…

So +1 from my side.
