For publishing yes. I was more thinking about simplifying/supporting the
're-import' case. And if I understand this correct, then the import works fine
if there's a filter.xml. Hence, if we try to guarantee that there's always a
filter.xml (ie we create one on the initial import), then we could provide the
're-import' action/button.
