IMO having a module under contrib gives us more freedom in evolving its API,
and from the discussions here it looks like there it might still evolve.
So I'd say either keep it under commons but do not release it too early, make
sure we have consensus on the API first, or move it under contrib and have more
freedom to make big changes if needed.
