The implementations in Launchpad and now in Crankstart Launcher use the same
mechanism: counting bundles and using their state. That isn't a reliable
detection as you can't know if all components are ready (as you pointed out in
your mail also). And tests depending on this mechanism are bound to the
launcher implementing it. I would therefore prefer a more reliable and
universal approach.
