Not entirely sure. I was under the impression that the write-back modifies
configurations provided in the repository if they are changed in the web
console (i.e. via config admin). So only a config that does not previously
exist ends up in {{/apps/sling/install}}. According to my (possibly wrong)
understanding, the config {{/libs/abc/install/abc.config}} would be written
back as {{/apps/abc/install/abc.config}} and a config
{{/apps/abc/install/abc.config}} would be written back to the same location.
Might be worth double checking.
