Likewise, I'm not sure what "for validation we could add that framework launch 
properties can only be set for a complete feature" would buy us. We already 
make sure that framework launch properties are clearly defined (by forcing 
overrides on key clashes) - hence, it seems counter productive to deny 
incomplete features to set their "defaults" - no?
