You should be able to recover a version of the file from:
https://archive.apache.org/dist/sling/KEYS
You just then need to ensure that any missing keys are added to the file.
If a key has ever been used to sign a release artifact, it should not be
removed from the file.
[I suppose Infra might direct removal of a compromised key, but check with them
first]
