Can't we simply add all keys from
https://people.apache.org/keys/group/sling.asc to the KEYS file?
I don't think having duplicate keys in that file is a problem (gpg --import
seems to just ignore the duplicates), and having keys from people who have not
yet done releases is not a problem either IMO, they're just not required but
cause no harm.
