I think the question was about temporary holds when something in
Lucene changes in an incompatible way - then you could pin the
dependency to the last version that works for the time until
the incompatibility is resolved.

That's exactly version pinning and I don't think it needs a local
override - you'd just commit the pinner version to the repo. But it
won't help if
your snapshot version is gone from the snapshots repository.
