I suggested before during 3.0.0 dev that, in spamd, we should *always* copy the
config -- because there's all sorts of situations where the user_prefs may
differ between scans, IMO, and this is an exceptionally brittle design.   I
think that's the correct response here -- always copy the config, regardless of
what flags are set.
