I am running spamd with the command /usr/bin/spamd -d -c -m 8 and when first started I saw the expected 2 to 8 children depending on the load. Today I noticed that there were never more than 2 children even though there were as many as 7 spamc processes running. In the log file I found: Dec 9 13:51:03 bluegill.adi.com spamd[13605]: prefork: server reached --max-clients setting, consider raising it repeated many times (different dates of course).
