SA 3.0.0 shipped with a Conf.pm that very clearly explains this: Appending :addr to the header name will cause everything except the first email address to be removed from the header. The claimed bug here is not that it fails to return multiple, it's that ToCc:addr will return nothing at all if multiple recipients exist. It should return one, and only one, address.
