Looking over http://wiki.apache.org/spamassassin/RulesProjPromotion and the
contents of 10_misc.cf, I think that it should be moved from rulesrc to rules.
Perhaps we should change its name to something like 10_default_prefs.cf to make
it more clear what it is.
