Here's the thing. I think we should fix the problem another way. By moving the Bugzilla traffic to commits@, we would reduce the volume on the dev list so that it can be used for that purpose (as well as for the other traffic, intermittent low-volume dev discussions). Right now, the reason dev is so high-traffic, is from the bugzilla traffic in my opinion. BTW, I've moderated through the commits message from jgmyers' commit now, so they should be passed through without intervention in future.
