I'm not sure about the timeout. Wouldn't it be better to do something to let
plugins run in the background and then get checked? We are getting a
proliferation of client/server type plugins that each have to have a delay which
can be long in worse case.

Vernon actually said that "10 seconds or perhaps even 15 should be the default."
I got nervous about making it more than 10. But I also don't want to make it
less than the people on the DCC mailing list have said is needed and ignore the
situations in which it will not work.

Hmmm... getting plugins to run in background seems like a big change, too big
for 3.1.2. I can see adding some wording to the broken pipe message suggesting
to increase the timeout value.

I'm dithering about what to make the default timeout and would like to see if we
can come to a concensus on it.
