Considering the default for _all_ DNS tests run in the background is a sliding
_maximum_ of 15 seconds.  10 seconds seems like a really long time to wait for
just DCC tests.

Situations in which it won't work?  Like the DoS protection delay?  I see no
reason why we would accomodate someone abusing their service by default.
