I did a "make dist" from the tag, and compared that to the 3.1.0 tarball, and
they were essentially equivilent. Yes, there are files that are in the tag that
aren't in the tarball, that's normal (the tarball isn't a tar of "svn export").
To fix the tag, I just copied the same revision that was there previously from
the 3.1 branch as opposed to trunk. I'm not sure why there are two small diffs
between the tarball and the tag/dist, but they're (imo) insignificant changes.
