how 'bout keeping all-things-sandbox ... rules, plugins, etc etc ... in
70_sandbox.cf.  and *only* there.  that way, i can simply remove
70_sandbox.cf, and not have to hunt-n-peck through multiple --lint
outputs & *.cf's to find the latest unexpected surprises.

a 'condition' of promotion to distro (e.g., to 72_active.cf)
should/could be that robust distro rules be followed.

perhaps i'm missing something -- likely, even -- but this doesn't seem
so much a challenge ...
