I profess confusion. Certainly a list like SPEWS introduces considerable false
positives. Moreover, I am getting dramatically different feedback from users.
One of the issues is that we are getting a large number of exploited machines
listed before anyone else. Exploited machines are ALWAYS sending ham while they
send spam. We are not requiring payment for removal but we are quarantining
these for 30 days. That has an incentive value, much like SPEWS is an economic
boycott.
We recently changed our policy so that ISPs and Hosting companies could get
expedited removal.
Another area that could create more ham is because our daemon is domain
agnostic. Therefore, we have a great deal of Hotmail and Yahoo space listed. In
both casesm their abuse systems are completely unresponsive if not broken. When
IPs are removed, they become rapidly relisted. Such is not the case with GMail
which is far more vigilent.
