SpamAssassin version 3.1 does check if the rewrite_header Subject prefix is
already the prefix of the Subject and does not add it in a second time. I don't
offhand know whether that was in version 3.0. If you are not using an older
version of SpamAssassin, please attach example files 1) The email with the
Subject rewrite that is sent to SpamAsassin and 2) The output from SpamAssassin
with the duplicated prefix and 3) the rewrite_header line from the configuration
file.

I'm closing this bug as WORKSFORME because I'm pretty sure that this does work,
but if you are seeing this behavior in version 3.1 or later, feel free to reopen
this bug report and attach the information I requested (using the "Create a New
Attachment" link on the bug web page).
