as noted in the dev list -- Theo has a case where a new rule (T_HELO_LOCALHOST)
is firing because a 127.0.0.1 handover is not implicitly trusted.
I can't see a useful case where 127.0.0.1 is not trusted. Let's make it that it
is always in trusted_networks (and internal_networks) unless explicitly removed
from the list(s) using "!127/8".
