ok, I've reverted the vetoed code -- this patch is it. have at it ;)

If it's going to a lint error, the lint error message needs to say something
like "you're required to make a determination about 127.0.0.1, either include
127.0.0.1 or !127.0.0.1 (or a larger network that contains 127.0.0.1) in your
config".
If it says "127.0.0.1 is required, add it" people will say the obvious "why
isn't it added by default" and not realize it's not added by default to avoid
doing unexpected things silently.'
lint error. To be honest I can't understand why '!127.0.0.1' would ever be
appropriate...
