Yes and no.  There's nothing that says we have to provide a tarball to use for
mass-checks, nor that if a tarball is provided that it has to be the output of
"make dist". :)

It was generally decided that since the masses directory is really only used
for development, there was no point in sucking up space in the distro tarball
with it since those people can just rsync or svn to get it.
