Well, no harder to turn off than any other DNS based rule. grep'ing for the zone you want to disable isn't exactly an obscure method or much work.

In any case, it reminds me of a feature I had in mind... rule groups.

header  RCVD_IN_XBL     whatever
group   RCVD_IN_XBL     spamhaus
header  __RCVD_IN_ZEN   whatever
group   __RCVD_IN_ZEN   spamhaus

then to disable them all...

disable_group    spamhaus

...disable_group lines could be included by default, commented out, in local.cf.
