proposed patch part 1 (straightforward)

Attached is the more straightforward but bulky part of the original patch:
- adds three new constants for types;
- adds type declarations to options where missing and appropriate;
- some cosmetic changes (like consistency in use of commas,
  and consistency in use of $Mail::SpamAssassin::Conf::CONF_TYPE_STRING
  vs. plain $CONF_TYPE_STRING within Mail::SpamAssassin::Conf.pm)

I propose this goes into 3.3.0.

The rest of the patch will be attached separately, it can wait till 3.3.1.
