I had the same issue (re the error message), searched, found this. The rest of
this discussion seems to focus on the spamassasin.spec, which it probably
should.

Slapping my forehead, I thought to start spamd directly, and received a
notification there were no rules. I ran sa-update and thereafter spamd started
directly, and the start-up script functioned as well.

Small aside, sa-update griped about a 404 from some rule site the first time I
ran it (wishing now I hadn't closed that terminal window so I could
copy-and-paste), but when I tried again with --verbose it simply replied no
updates were needed.
