for things. You took a look at it a while back and twiddled it a bit,
but didn't completely fix it.
I wonder if its not "activating" rules that have only been "activated"
because they're, too, used as a dependency.
I think I'll parse the --lint output for warnings about zero scored
rules and activate those rules.
