The sandbox masscheck score generator is still generating zero scores
for things. You took a look at it a while back and twiddled it a bit,

I think I'll parse the --lint output for warnings about zero scored
rules and activate those rules.
Possibly, though that only seems to be partially the problem. There are
sandbox rules with non-net scoresets scored but network scoresets zeroed.
Some of these are _not_ dependency roots, e.g. MONEY_FRAUD_5, so your
proposed change wouldn't fix them.
I'd suggest _no_ rule in 72_scores should get a zero score for any
scoreset. If it's good enough to be promoted it should have at least a
0.001 score.
