That's for "informative" rules (like my LOTS_OF_MONEY) where you want the
recipient to see the hit but that by themselves shouldn't affect the score.

That's mine, and it's a meta of two base RFC rules. If they're scored zero it
won't fire. If we do completely remove the base RFC rules, I'll pull that one
too.
