Wouldn't making a specific exception for Twitter only lead to cruft? How's
about simply making those rules not fire if SPF_PASS or DKIM_VALID hit? I know
this may lead to more spam not being hit by those rules, but it would kill the
FPs for senders with properly configured SPF or DomainKeys.
