I believe the answer is everything would still work with a messed up INC list. The INC list is a list of directories perl will check regardless if they exist or don't exist. Some perl's, for example, are compiled to allow the INC to include lib dirs for past versions of Perl so on upgrade, you don't have to reinstall every module.
