I asked generically if there was a better way to maintain the project with CPAN but really didn't get an answer. However, I think the submodules being indexed is a "how cpan works" kind of thing. This way you can search file::copy and see it's part of perl 5.14.1 and File::Tools, etc.
We are officially an API so I think our sub modules should be listed. But CPAN could improve the ability for one person to hand off to another maintainer. It's a bit weird that we have to contact two people to get karma. I've sent an urgent message to try and get it fixed now that we have updated the website.
