That's what I understood to be the case as well.
In any case, I think it was pointless to remove the patch based on few
comments.. I say put it back and lets discuss it in a bug if someone
doesn't like it. :-)
Michael actually does have a point that it is redundant. The only reason
I wrote it is I couldn't remember "HitFreqsRuleTiming" and couldn't find
it via Google or searching the sources.
