Please don't.  Existing systems running the older versions appear to work fine.

I'm +1 with the note in Dependency and then if we get more complaints, we
modify to enforce better the exact versions.  I seem to remember we did this
for Net::DNS but the logic to implement the check as discussed does elude me
for makemaker.
