Sorry but I again can't follow your logic (unless you really meant "external").

Internal networks are by definition forced to be also trusted networks.

But it's possible to extend trusted networks further (in the "external" realm
if you want to call it that).

Yes, by extending trusted networks you can whitelist some hosts from being
checking in blacklists and also take advantage of ALL_TRUSTED if needed.
