However, I do note that for every proposed rule, this type of discussion is repeated ad nauseum. If you had a policy regarding addition, there would be no need for this discussion: After automated testing, either the rule makes the cut or not. What I am saying is that if you have a [clear, written] policy (and not a mere custom), it need be better defined. If it were, there would be no discussion.
